        Our management team has developed and maintains a significant 
        proprietary market research database. We track the essential statistics 
        of each competing property, including occupancy levels, features, 
        amenities, rental rates, merchandising and promotional activity, rental 
        concessions and other leasing parameters. The availability of this 
        information to all JPC personnel places us in a position to respond 
        quickly and appropriately to the dynamics of the market and allows us to 
        posture each community to be more competitive in the marketplace. 
         
        PRODUCT - THE BASIS FOR CAPTURING A LEASING PROSPECT 
         
        People desire apartment homes that are clean, well-maintained and 
        hassle-free. Quality Assurance in the turnaround process is an absolute 
        that cannot be compromised. The JPC turnaround process utilizes a series 
        of detailed checklists to assure the quality of each element in the 
        turnaround process to control and minimize the downtime of a unit after 
        move-out. Our quality assurance process is uncompromising and demands 
        that all work be completed in not more than seven (7) days so that loss 
        of income because of unit vacancy (i.e., Loss-to-Vacancy) will be 
        minimized. 
         
        PERSONNEL - THE BASIS FOR QUALITY IN LEASING AND MANAGEMENT 
         
        Our primary resource is our employee base. Well trained, highly focused, 
        self-motivated and quality individuals are the basis for our success. 
        Our employee-selection process identifies candidates who are most likely 
        to become highly productive, long-term employees whose goals are 
        congruent with the goals of our company and the property which they 
        serve. Continual training and employee development programs help to 
        assure optimum performance from each employee.  
         
        DILIGENT ACCOUNTING AND REPORTING - THE COMPASS FOR DETERMINING 
        PERFORMANCE 
        Our accounting and reporting systems are 
        among the best in the industry. Our accounting and technical staff are 
        supported by sophisticated computer and information systems. This 
        capability allows us to customize accounting and reporting methods 
        covering every facet of the property, and provides our clients with 
        comprehensive marketing, financial and operational information in the 
        format they require. 
         
        PROPERTY PRESERVATION - THE BASIS FOR QUALITY ASSURANCE  
         
        JPC has developed a comprehensive preventive maintenance program that 
        protects the value of each asset. We employ and train maintenance 
        technicians and other service personnel with the prerequisite technical 
        skills and a strong customer service orientation. A series of 
        weekly/monthly checklists helps us to assure that our focus is on the 
        product and its proper preservation so that deferred maintenance and 
        curable obsolescence are minimized and the value of the asset is 
        preserved and enhanced.
